C. Roy’s faces short deadline to comply with issued permit

YALE — The good news is a long-awaited permit has been issued for C. Roy’s Inc. meat-processing facility. The bad news is, according to at least one engineer, the permit is basically “designed to either bankrupt them or force the business to close.”

“We were so excited to see the [city manager] come up here late last week with the permit,” said Jen Roy, daughter of owners Dick and Nancy Roy. “We thought, finally, our prayers have been answered.” 

However, after briefly scanning the 22-page document, the Roys quickly realized it wasn’t as simple as connecting to storage tanks already in place to handle discharge issues coming from the long-time Yale business.

In his synopsis to the Roys after reading the document, engineer Matthew Crane stated: “A two-day turnaround to accept a permit is unheard of under normal circumstances. … I think you should ask for an extension of this [15 days] deadline, given the time needed to review [information] and develop questions regarding implementation.” 

Crane noted later in his report the document says, “C. Roy should feel honored to be issued a permit.”

Jen Roy did confirm the 15-day deadline could force the company’s hand in making decisions for the future. 

“I”m not speaking for mom and dad, but this has gotten so out of hand and costly, it’s either going to break us or the permit requirements will force us to close due to not being able to comply with all these crazy demands. We just want to sit down and talk face to face with them. It’s all lawyers and money now. It’s horrible.”

Yale City Council was scheduled to meet Monday evening to discuss the issue and possible resolutions.
